The Psychotropic Substances Act created mechanisms by which the U.S. Government would add substances to the Schedules of controlled substances as required by the Convention. It also established a framework for exercising the U.S. s rights to influence drug scheduling at the international level. The Secretary of Health and Human Services was given the power to make scheduling recommendations that would be binding on the U.S. representative in discussions and negotiations related to drug scheduling proposals before the Commission on Narcotic Drugs . wikify date June 2011 The United States Grain Standards Act USGSA of 1916 P.L. 64 190 , as amended 7 U.S.C. 71 et seq. , authorizes the Grain Inspection, Packers and Stockyards Administration to establish official marketing standards not health and safety standards for grains and oilseeds, and requires that exported grains and oilseeds be officially weighed and inspected. Domestically marketed grain and oilseeds may be, but are not required to be, officially inspected. Export inspections are carried out by federal inspectors or by federally supervised state inspection agencies, called delegated official inspection agencies. Official inspections of domestically traded grain is done by federally supervised state agencies and private companies, called designated official inspection agencies. Typically, marketing standards describe the physical characteristics such as weight, damaged kernels, foreign material, shrunken and broken kernels, and defects of the commodity and serve as contract language to facilitate marketing. Official weighing and inspection is paid for on a fee for service basis, not with federal funds. Major changes to the law were adopted in the USGSA Amendments of 1968 , the USGSA of 1976 P.L. 94 582 , and the Grain Quality Improvement Act of 1986 P.L. 99 641 . refimprove date March 2010 The United States 1 Coin Act of 1997 was legislation passed by the United States Congress providing for a redesigned gold colored coin with a distinctive new rim. A major purpose of the Act was to allow for the replacement of the Susan B. Anthony dollar . The stockpiles of that coin had been depleted to the point that minting new coins would soon be required. The Sacagawea dollar was introduced as a result of the Act. Debate On October 21, 1997, Congress held hearings on the Act. The most contentious issue was whether or not to amend the Act to mandate phasing out the U.S. one dollar bill . Rep. Jim Kolbe attributed the Susan B. Anthony dollar s failure to the fact that it looked and felt like the quarter U.S. coin quarter and the simultaneous circulation of the dollar bill. Kolbe recommended phasing out the paper dollar, warning that the Sacagawea would face the same fate as its predecessor if the bill remained in circulation. He refuted his opponents arguments that forcing a switch from the paper dollar to the dollar coin would take away consumer s choice by declaring, when they introduce legislation to create paper pennies, paper nickels, paper dimes, paper quarters, and when they have coins for one , two , five , ten , twenty , fifty , even one hundred dollar bills, then I ll be convinced that they truly believe in giving choice to the American people &ndash when we have a choice in every single piece of currency that we have.
