He was the son of Matthew Fetherstonhaugh of Featherstone Castle , Northumberland . In 1746 he inherited the estates of a kinsman Sir Henry Fetherston, 2nd Baronet Sir Henry Fetherston but not Sir Henry s baronetcy which became extinct on his death. However on 3 January 1747 Fetherstonhaugh was created a Baronet , of Featherstonehaugh in the County of Northumberland, in the Baronetage of Great Britain . On his marriage to Sarah Lethseullier he bought Uppark , Sussex and the manors of East And West Harting and in 1747 sold the family estate at Featherstone to James Wallace. He served as a Member of Parliament MP for Morpeth UK Parliament constituency Morpeth from 1755 to 1761 and for Portsmouth UK Parliament constituency Portsmouth from 1762 to 1774. History Named after BCs first court judge, it was built in East Hastings on a piece of land named Block Seventy . Block Seventy was moved a couple of metres south to make room for a building with eight rooms named Sir Matthew Begbie. In March 1948, construction of a twenty one room building began on the current site. Fifteen years and 800 students later in 1963, four portables were added and then later removed.     Sir Matthew Decker, 1st Baronet 1679 &ndash 18 March 1749 was an England English merchant and writer on trade . He was born in Amsterdam , came to London in 1702 and established himself there as a merchant. He was remarkably successful in his business life, gaining great wealth and having many honors conferred upon him. He was a director of the British East India Company East India Company , sat in Parliament of Great Britain Parliament for four years as member for Bishop s Castle UK Parliament constituency Bishop s Castle , and was High Sheriff of Surrey in 1729. He was created a Baronet , of London, by George I of England George I in 1716. Decker s fame as a writer on trade rests on two tracts. The first, Serious considerations on the several high duties which the Nation in general, as well as Trade in particular, labors under, with a proposal for preventing the removal of goods, discharging the trader from any search, and raising all the Publick Supplies by one single Tax 1743 name affixed to 7th edition, 1756 , proposed to do away with customs duties and substitute a tax upon houses. He also suggested taking the duty off tea and putting instead a licence duty on households wishing to consume it. The second, an Essay on the Causes of the Decline of the Foreign Trade, consequently of the value of the lands in Britain, and on the means to restore both 1744 , has been attributed to W. Richardson , but internal evidence is strongly in favor of Decker s authorship. The bay runs from Point Matthew 1.5km East North East of Cape Leeuwin to Ledge Point some 8 km east. It was named by either James Stirling Australian governor James Stirling or Septimus Roe in 1829 or 1830. Matthew Flinders was first in the Bay on the 7th December 1801. The settlement was in the earlier days considered to be separate from Augusta but now is more or less the southern portion of the larger community. The need for safe, and efficient transfer of whale watchers, and a safe mooring location in the Bay for fishermen has seen a proposal for a marina in 2004 which had included plans for the marina close to the old settlement of Flinders Bay.
