Local senates during the War of Independence During the early stages of the Greek War of Independence , prior to the establishment of a centralized administration, a number of Greek local statutes regional councils were established, most of which were termed senate , but which were unicameral bodies the Senate of Western Continental Greece , the Areopagus of Eastern Continental Greece sometimes referred to as senate , and the Peloponnesian Senate . 1829 1833 A unicameral body with purely advisory functions, the Senate was established in 1829 by the Fourth National Assembly at Argos in replacement of the Panellinion , established the previous year. It had 27 members, 21 of whom were chosen by the Governor Ioannis Kapodistrias from 63 candidates nominated by the Assembly, and further six who were appointed directly by the Governor. Georgios Sisinis was elected as its president. After Kapodistrias murder in 1831, the Senate appointed a series of governing councils to lead the state. It was chaired by the Ober Procurator . He served as the link between sovereign and the Senate and acted, in the emperor s own words, as the sovereign s eye . Originally established only for the time of the monarch s absence, it became a permanent body after his return. The number of senators was first set at nine and in 1712, increased to ten. Any disagreements between the Ober Procurator and the Senate were to be settled by the monarch. Certain other officials and a chancellery were also attached to the senate. While it underwent many subsequent changes, the Senate became one of the most important institutions of imperial Russia, especially in administration and law. The State Council of Imperial Russia State Council created by Government reform of Alexander I Alexander I was supposed to inherit the executive power of the Senate, and an envisioned parliament was to inherit legislative power however, the reform was never finished. In the 19th century the Senate evolved into the highest judicial body in Russia. As such, it exercised control over all legal institutions and officials throughout Russia. The Senate was composed of several departments, two of which were Supreme court Courts of Cassation one for criminal and the other for civil cases .     Senate of the Republic was the name of the upper house of Grand National Assembly of Turkey Turkish Parliament between 1961 1980 History Although the Turkish Parliament was established in 1920 to replace the older Second Constitutional Era Ottoman Empire Ottoman Parliament , the parliament was composed of only the lower house. Turkish Constitution of 1961 introduced the upper house named Senate of the Republic or Senate for short. The title Turkish Grand National Assembly lang tr T rkiye B y k Millet Meclisi referred to both wings at the same time. However, the activities of the both wings of the parliament were suspended after the coup of 1980. By the Constitution of Turkey Turkish Constitution of 1982 senate was abolished. Composition of the senate The senate was composed of 150 elected members and 15 members appointed by the president. There were also senators so called natural members .
