Thomas Graeme Nelson Haldane , known as Graeme Haldane , 14 December 1897 24 June 1981 was a Scottish engineer. He was the son of Sir William Haldane and his wife Edith Nelson. He was a nephew of Elizabeth Haldane , Richard Burdon Haldane, 1stViscountHaldane and John Scott Haldane . He was educated at Royal Naval College, Osborne and Royal Naval College, Dartmouth and in the First World War served in the Royal Navy on HM Ships HMS Doris 1896 Doris HMS Valiant 1914 Valiant and HMS Tiger 1913 Tiger and was at the Battle of Jutland . It is named after Richard Burdon Haldane , who in 1904 and from 1909 to 1918 chaired committees and commissions which recommended this policy. The 1904 committee recommended the creation of the University Grants Committee UK University Grants Committee which has evolved via the Universities Funding Council into the current higher education funding councils Higher Education Funding Council for England , Scottish Funding Council and Higher Education Funding Council for Wales . In 1918 Haldane s committee produced the Haldane Report . The report suggested that research required by government departments could be separated into that required by specific departments and that which was more general. It recommended that departments should oversee the specific research but the general research should be under the control of autonomous Research Council s, which would be free from political and administrative pressures that might discourage research in certain areas. Biography Charlotte Franken was born in Sydenham , London . Her parents were Jewish immigrants, her father, Joseph, a German fur trader. In 1906 the family moved to Antwerp . She enrolled on a typing course in London . During the First World War her parents were interned but emigrated in 1915 to the United States . She married Jack Burghes in 1918 and they had a son Ronnie. In 1924 however she interviewed the biologist J.B.S. Haldane for the Daily Express and they soon became friends. She then had a scandalous divorce from her husband, before marrying Haldane in 1926. After a wartime trip to the Soviet Union , she became disillusioned with socialism , which J.B.S. still believed in, writing about it in Russian Newsreel . The Haldanes separated in 1942, divorcing in 1945. J.B.S. later married Helen Spurway . She died in 1969 of pneumonia .
