Refimprove date October 2007 Preliminary final is an Australian term referring to a game in a knockout tournament or bracket whose winner progresses to the final or championship game often called the Grand Final . It is equivalent to a semi final in many other sports. Distinction from semi finals Typically, in finals series that involve preliminary finals, semi finals decide who will go through to the preliminary finals. For example, in a variation of a finals series where top four teams qualify, the first round will often include a qualifying semi final 1st v 2nd and an elimination semi final 3rd v 4th . The winner of the qualifying semi final will go through to the grand final, while the loser will go through to the preliminary. In the elimination semi final, the loser is eliminated, and the winner progresses through to the preliminary final. Examples of other variations of final series involving preliminary finals can be seen in McIntyre Final Eight System or the AFL Finals Series . Preliminary finals as a spectacle At the top professional level such as the Australian Football League or National Rugby League , preliminary finals are often considered to be better quality games than grand finals. For one thing, commentator Daniel Mueller has made the point that grand finals tend to result in blowouts since one team either chokes under the immense public pressure or becomes demoralised and effectively gives up after the other team establishes a significant lead. In addition, grand finals are often associated with pageantry, celebrity, bandwagoning, and the fickle big event fan. These are aspects often looked down on by purists of the game. Unreferenced date December 2009 In Mechanics lien law a Preliminary Notice also known as a Notice to Owner, Materialmens Notice to Owner, Notice of Furnishing, Contractor Subcontractors Notice to Owner, and others is a notice sent by the contractor, subcontractor, materialmen, equipment lessors or other parties to a construction project not to create a Mechanics lien but rather to establish a right to file a Mechanics lien . The distinction is important. If the Preliminary Notice is sent but the claimant s bill is paid the Preliminary Notice has no further legal effect. However, if the bill is not paid the claimant may now file a Mechanics lien on the owner s property. Most states do not allow the filing of a Mechanics lien without claimants being able to prove they first sent a Preliminary Notice. In the United States about forty states now require some form of a Preliminary Notice to the owner and general contractor of a construction project. Most forms for the process can be obtained from local office supply stores, and a few computer programs exist to handle the process on a nationwide basis. Category Property law ... more details

A preliminary ruling is a decision of the European Court of Justice ECJ on the interpretation of European Union law , made at the request of a court of a European Union member state . The name is somewhat of a misnomer in that preliminary rulings are not subject to a final determination of the matters in question, but are in fact final determinations of the law in question. Preliminary rulings can also be made, in certain circumstances, by the European General Court European Union General Court , although most are made by the ECJ. A request or reference for a preliminary ruling is made by way of submitting questions to the ECJ for resolution. However questions are not answered in abstraction, but rather are submitted together with the circumstances leading up to their being asked.
