Pension spiking is the process whereby public sector employees grant themselves large raises or otherwise artificially inflate their compensation in the years immediately preceding retirement in order to receive larger pensions than they otherwise would be entitled to receive. This inflates the pension payments to the retirees and, upon retirement of the spikee , transfers the burden of making payments from the employee s employer to a public pension fund. This practice is considered a significant contributor to the high cost of public sector pensions. Several states including Illinois have passed laws making it more difficult for employees to spike their pensions. http www.nytimes.com 2006 08 08 business 08pension.html?ex 1312689600&en f130433f98e2c659&ei 5088&partner rssnyt&emc rss Pension spiking is largely seen in public sector and is an example of the principal agent problem . Pension Credit was introduced in 2003 by Gordon Brown , then Chancellor of the Exchequer , and was designed to lift a large number of the poorest retired people out of poverty. It replaced the Minimum Income Guarantee, which had been introduced in 1997. Pension Credit has two elements Guarantee Credit is an income based benefit which is paid if the income of the applicant and partner plus a notional income from savings is below a certain level 132.60 for a single person and 202.40 for a couple in 2010 11 . The minimum age for claiming is rising in line with the increase in women s retirement age see http www.direct.gov.uk en Pensionsandretirementplanning StatePension DG 4017919 Changes to the State Pension age . It is currently just over 60, but by April 2020 the minimum age for claiming will be 65. When the applicant or partner reaches 65 then the second element, Savings Credit, is also payable. Savings Credit is designed to reward people who saved for their pension during their working life. It therefore provides additional benefit to retired people who are not well off, but do have savings or a personal pension, and may not qualify for the full Guarantee Credit. Anyone who is in receipt of the Guarantee Credit part of Pension Credit is also eligible for full Council Tax Benefit and Housing Benefit . This can be a significant amount, ensuring that a retired person in this position has their Council Tax and rent paid in full. The amount of Pension Credit can be increased if the applicant and or partner are in receipt of a disability benefit such as Disability Living Allowance DLA or Attendance Allowance AA . This depends on whether the person in receipt of the benefit is or is treated as living alone. No one must be claiming Carers Allowance for looking after them. Another example is Supplemental Security Income SSI in the United States. Normally, there is a minimum years of service to be eligible for the disability retirement benefit. The disability applicant might sign medical waivers for their medical records and normally is scheduled for an independent medical review IME to assure they are totally and permanently disabled. Unreferenced date September 2009 Pension Volkmann was a folk rock band from East Berlin founded in 1983. History The singer and guitarist Peter Butschke born March 25, 1950 in Berlin and guitarist Reinhard Sonnenburg Buchholz September 21, 1953 February 1, 2007 developed their own unique style. Butschke sang with a sonorous voice, while Sonnenberg Buchholz deployed a substantial musical skill. Their often socially critical lyrics were written by Werner Karma . Their relatively open criticism of the government in East Germany contributed to their popularity. Both musicians studied at the Hochschule f r Musik Hanns Eisler in Berlin and together released three albums. However, after reunification, they did not continue to achieve significant success, largely for personal reasons. After a long interruption, they only performed at occasional concerts on a small scale. The Pension Belhomme was a prison and private clinic during the French Revolution . History Around 1765, the joiner Jacques Belhomme took on the construction of a building for the son of a neighbouring aristocrat, who had been mad since birth. Seeing that running an asylum was more lucrative than joinery, he opened an asylum for lunatics, old people and whoever else rich families wanted to entrust to him. A famous precursor of psychiatry, Philippe Pinel , carried out his first treatments of the insane here. On the French Revolution , Jacques Belhomme thought his fortune was assured. Remote from the violent centre of Paris and the complacencies of its then masters, Jacques Belhomme had noticeable advantages. In September 1793 the d put s encouraged the sans culotte s to imprison all suspect individuals nobles, their wives and childre, foreigners, priests, lawyers, the actors of the Com die Fran aise , rich people in general in short, all those who had not made clear their allegiance to the Republic. With the prisons of Paris already overflowing, the state requisitioned Belhomme s asylum and then all other private clinics. Belhomme entreated the 12 police chiefs in charge of Paris to send him rich prisoners who would pay a high fee to live in his asylum as comfortably as possibly. From then on marquises, bankers, journalists, famous actors, old nobles and army officers along with other disgraced persons who bribed the doctors and police chiefs to be transferred here on the pretext of illness lived cheek by jowl with the mad here. This scandal finally burst in January 1794. Belhomme was arrested for supplying wine to the prisoners and imprisoned in another pension, at Coignard , where the Marquis de Sade was also held. A frozen occupational pension or a preserved pension is one which has been left behind in an occupational pension scheme by people no longer employed by the sponsoring employer. These pensions are frozen until retirement age. This does not mean that the pension is fixed in money terms. In money purchase schemes, the benefit will continue to grow in line with underlying investments. In defined benefit schemes, the pension will increase in face value based on whatever uprating factor the scheme uses for preserved pensions. Normally, this should be the same as is applied to acruing pensions of current members. Frequently, if the amounts are small, the member and the scheme administrators lose touch with each other, and as a result the pension is never claimed. Many financial services advisors and companies offer to collect frozen pensions so as to amalgamate them and bring them under one paying agency.
