As a marine, Henry held command and staff positions in Marine Corps tank units, commanded an Army tank training company at Fort Knox, Kentucky , and served on the staff of two United States Secretary of Defense Secretaries of Defense . He left the Marine Corps in 1992. In 1992, Henry became Chief of Staff of the American Red Cross . He only held this position for a year and in 1993, he joined the professional staff of the United States Senate Committee on Armed Services . In 1998, President of the United States Bill Clinton nominated Henry to be Assistant Secretary of the Army Manpower and Reserve Affairs and following Senate confirmation , Henry held this office from 1998 to 2001. During this time, he also served as a Commissioner on the Presidential Advisory Commission on Holocaust Assets in the United States . Henry left government service in 2001 and founded the Henry Consulting Group, becoming its president. The ships initially had a poor public image and to try to assuage public opinion, 27 September 1941 was designated Liberty Fleet Day Victory Fleet Day Liberty Fleet Day , and the first 14 Emergency vessels were launched that day. The first of these with hull number 14 was PatrickHenry , launched by President Franklin Delano Roosevelt Franklin D. Roosevelt at the Bethlehem Fairfield Shipyard in Baltimore , Maryland . Other Emergency vessels launched that day, in various yards around the country included SS John C. Fremont , SS Louise Lykes , SS Ocean Venture , SS Ocean Voice , SS Star of Oregon , and SS Steel Artisan later known as USS Barnes and HMS Attacker .
