  1. Mobile Warfare

Mobile Warfare is the correct English term for Mao Zedong s main military methods. For the general topic of military mobility, see maneuver warfare . The achievements of Mao and the Communists in the Chinese Civil War are normally referred to as Guerrilla warfare . But he himself made a distinction between Mobile Warfare yundong zhan , Positional Warfare zhendi zhan and Guerrilla warfare youji zhan . Mao had a regular army that was far too big to hide, but made a point of conceding territory and avoiding battle until he was ready to fight. The most notable example was the Long March , in which Mao marched in circles in Guizhou until he had confused the vastly larger armies pursuing him, and was then able to slip through Yunnan and Sichuan . A sensible comparison would be Robert E. Lee s surrender at Appomattox Court House , though he was never outnumbered to the degree Mao regularly was. These military methods were part of the military political strategy of People s war , which aims to win the support of the local population. The Chinese People s Volunteer Army s first five campaigns in the Korean War were Mobile Warfare, in which the PVA encircled the enemy through maneuvers and sought to annihilate the enemy. Then it entered a stage of Positional Warfare, when both the PVA and UN forces fought to a stalemate along the 38th parallel north . See also Tunnel war Sources Seeking Truth From Facts RAND 1991, page 136. The book is mostly about post Mao developments within the Chinese military. 1. Air Carrier Access Act

The Air Carrier Access Act of 1986 ACAA is Title 49 of the United States Code Title 49 , Section 41705 of the U.S. Code . The act prohibits commercial airlines from discriminate discriminating against passengers with disabilities . The act was passed by the U.S. Congress in direct response to a narrow interpretation of Section 504 of the Rehabilitation Act of 1973 by the U.S. Supreme Court in U.S. Department of Transportation DOT v. Paralyzed Veterans of America PVA . In PVA, the Supreme Court held that private, commercial air carriers are not liable under Section 504 because they are not direct recipients of federal funding to airports . The Act was construed to contain an implied private right of action . However, in 2001 , the U.S. Supreme Court decided Alexander v. Sandoval ref 532 U.S. 275 2001 ref , which held that federal courts may not find an implied private right unless a statute gives explicit indication that Congress intended to bestow such a right. In 2004 , the U.S. Court of Appeals for the Tenth Circuit followed the lead of the US Court of Appeals for the Eleventh Circuit, which relied on the Sandoval decision to hold that the Act can only be enforced by filing an administrative complaint with the DOT. ref Boswell v. 1. Shortwave (meteorology)

A shortwave or shortwave trough is an embedded kink in the Trough meteorology trough Ridge meteorology ridge pattern. This is the opposite of Rossby wave longwaves , which are responsible for Synoptic scale meteorology synoptic scale systems, although shortwaves may be contained within or found ahead of longwaves and range from the Mesoscale meteorology mesocale to the synoptic scale. Shortwaves are most frequently caused by either a cold pool or an upper level Weather front front . Corresponding weather and effects Shortwaves are often associated with warm WAA or cold air advection CAA , which influence temperature. Due to the way they curve the air that moves around them and the way air moves away from them, shortwaves produce positive curvature vorticity and positive shear vorticity, respectively. Ahead of a shortwave there is large scale lift due to divergence from positive vorticity advection PVA . This lift often sparks Precipitation meteorology precipitation . In a Convective inhibition capped environment , the lift generated by a shortwave may cool the inversion layer through Adiabatic cooling Adiabatic heating and cooling adiabatic cooling , allowing for deep, moist Atmospheric convection convection .
