File GusteHighriseFromMLKJan2010.JPG thumb Guste high rise The complex occupies ten city blocks, bounded roughly by South Robertson Street, Clio Street, Simon Bolivar Avenue and Martin Luther King, Jr. Boulevard formerly Melpomene Avenue . There were four three story buildings and two four story buildings for families and a high rise for the elderly. At a peak height of 12 stories, the Guste high rise is the tallest public housing complex in the city. It was also one of the most dangerous housing projects in Uptown New Orleans along with the Magnolia Projects and the Calliope Projects . The Melpomene Project was constructed in 1964. The site was once made up of single and multi family houses by the late 1950s the city declared them slums which paved the way for the project. It is the youngest surviving housing project in New Orleans. The high rise underwent major renovations in 2002. In 2004 05, three of the six low rise buildings were demolished after failing to meet the Housing Authority of New Orleans economic viability guidelines. It is one of few housing projects in the city that survived Hurricane Katrina with minimal wind damage and no flood damage. Subsequently, the demolition of the remaining three low rise buildings has been put on hold. It is one of Downtown New Orleans oldest housing developments and had many associated problems before being severely flooded and damaged during Hurricane Katrina in 2005. By a Department of Housing and Urban Development HUD decree, the projects are being demolished. Providence Community Housing, a leading non profit in the area, is slated to redevelop the Lafitte Projects complex as affordable, mixed income housing. They are to replace every demolished unit. Cleanup date March 2009 The Jeffries Homes , also called the Jeffries Housing Projects , was a public housing project located in Detroit, Michigan , near the Lodge Freeway . It included two sections Jeffries West, a high rise and low rise complex located west of the freeway, and Jeffries East, a low rise complex located east of the freeway. The project was named for Edward J. Jeffries, a former Detroit Recorder s Court judge, who was also father of a Detroit mayor. History The Jeffries Projects opened in 1953 as a complex of eight 14 story buildings five additional towers and low rise apartment blocks were added in 1955. At first, the complex was popular among many Detroit residents who were eager to move into the new buildings. But by the late 1960s, the buildings had become a haven for drug dealers and an area with a high crime rate. The Jeffries Projects fell into severe disrepair, with the heaters breaking down in several buildings in February 1975, leaving tenants with no heat for five days. A few drug dealing gangs, Young Boys Inc. and the Pony Down Crew , expanded their territory into the Jeffries. Tenants would perch on the high rise towers and shoot at police officers and other outsiders, to keep them out. The location of the Jefferies was so sought after because it was easy to transport drugs into Detroit s Cass Corridor or Skid Row , because of the high number of middle class white men who traveled to the area specifically for drugs or prostitutes.
