  1. Strategic nuclear weapon

No footnotes date April 2009 A strategic nuclear weapon refers to a nuclear weapon which is designed to be used on targets as part of a strategic plan, such as nuclear missile bases, military command center s and heavily populated civilian areas such as large towns and cities. They are in contrast to tactical nuclear weapon s, which are designed for use in battle, as part of an attack with conventional forces. Strategic nuclear weapons generally have significantly larger yields, starting from 100 kiloton s up to destructive yields in the low megaton range. However, yields can overlap, and many weapons such as the B61 nuclear bomb are used in both tactical and strategic roles. Indeed, the strategic Hiroshima and Nagasaki attacks utilized weapons of between 10 and 20 kilotons, though this was because the Little Boy and Fat Man bombs were the most destructive and indeed only nuclear weapons available at the time. A feature of strategic nuclear weapons is the greater range of their delivery apparatus e.g. ICBMs , giving them the ability to threaten the enemy s command and control structure, even though they are based many thousands of miles away in friendly territory. Intercontinental ballistic missile s with nuclear warheads are the primary strategic nuclear weapons, while short range missiles are tactical. In addition, while tactical weapons are designed to meet battlefield objectives, the main purpose of strategic weapons is in the deterrence role, under the theory of mutually assured destruction . High alert nuclear weapon s commonly refers to a launch ready Ballistic missile ballistic missile s armed with a nuclear warhead s whose launch can be ordered through the National Command Authority and executed via a nuclear command and control system within 15 minutes or less. Can include any weapon system capable of delivering a nuclear warhead in this time frame. Virtually all high alert nuclear weapons are possessed by the U.S. and Russia. Both nations use automated command and control systems in conjunction with their early warning radar and or satellites to facilitate the rapid launch of their land based Intercontinental ballistic missile Intercontinental Ballistic Missiles ICBMs and some Submarine launched ballistic missile Submarine Launched Ballistic Missiles SLBMs . ref Blair, Bruce. The Logic of Accidental Nuclear War . The Brookings Institution 1993. ref Fear of a disarming nuclear first strike that would destroy their command and control systems and nuclear forces led both nations to develop launch on warning capability, which requires high alert nuclear weapons able to launch on a 30 minute or less tactical warning, the nominal flight time of ICBMs traveling between the U.S. and Russia. A definition of high alert requires no specific explosive power of the weapon carried by the missile or weapon system, but in general, most high alert missiles are armed with strategic nuclear weapons with yields equal to or greater than 100 kilotons. ref Starr, Steven. http www.wagingpeace.org articles 2007 11 29 starr explanation terminology.php An Explanation of Nuclear Weapons Terminology . 1. Plural voting

Plural voting is the practice whereby one person might be able to vote multiple times in an election . It is not to be confused with a plurality voting system which does not necessarily involve plural voting. Weighted voting is a generalisation of plural voting. United Kingdom In the United Kingdom , for example, up to 1948, people affiliated with a university were allowed vote in both a university constituency and their home constituency, and property owners could vote both in the constituency where their property lay and that in which they lived, if the two were different. Some university educated property owners could even vote in three different constituencies. These practices were abolished by the Representation of the People Act 1948 , which was first applied in the 1950 General Election. Belgium In Belgium, plural voting was introduced in 1893 and applied for elections from 1894 to 1919 as a way to limit the impact of universal suffrage .
