    Wikify date April 2011 orphan date March 2010 The No Net Cost Tobacco Act of 1982 P.L. 97 218 required that the Tobacco Price Support Program operate at no net cost to taxpayers, other than for the administrative expenses common to all price support programs. To satisfy this mandate, sellers and buyers including importers of tobacco were assessed equally to build a capital account that was drawn upon to reimburse the Commodity Credit Corporation CCC for any losses of principal and interest resulting from nonrecourse loan operations. Other provisions of this law provided for reducing the level of support for tobacco and made various modifications to the marketing quota and acreage allotment programs. No net cost assessments ended when price support was terminated after the 2004 crop.     A lave net is a type of fishing net used in river estuary estuaries , particularly in the Severn Estuary in Wales and England to catch salmon . File Lave net.jpg thumb Fisherman carrying a lave net The lave net is a Y shaped structure consisting of two arms called rimes made from willow, which act as a frame work to the loosely hung net. The handle is called the rock staff and is made of ash or willow. The arms are hinged to the rock staff and are kept in position while fishing with a wooden spreader called the headboard . Fishermen wade out at low tide with lave nets on their shoulders to the fishing grounds, with the water up to their waists. The net is then opened and lowered into the outgoing tide which rushes through the net. With his fingers placed at the bottom meshes of the net, the fisherman then waits for the fish to hit the net. The last lave net fishermen in Wales promote the fishery as a tourist attraction at Black Rock, Portskewett , with the aim of maintaining its history and tradition.     Net assets , sometimes referred to as net worth , is the shareholders equity assets minus liabilities. Net assets mean the owners equity or with other words shareholders equity in a company Balance sheet . The logic behind to use the term Net assets instead of Shareholders equity is that, by definition of Financial Accounting Standards Board FASB net assets is what residual value left for company owners after deduction all liabilities from all assets. In normal case Net assets equal or means the same as Shareholders equity. But, for instance, in the case of insolvency or when Shareholders equity or book values do not reflect at all the real values or market value , the creditors valuate i.e. determine the market value the company assets and liabilities. Both values can be very different from book values . In this case it is more accurate to speak about Net assets i.e. assets minus liabilities than Shareholders equity. If net assets are negative, then an entity is balance sheet insolvent . The term net assets is commonly used with charities or not for profit entities a measurement of their ability to reinvest profits toward their mission.
