History Originally known as the Knolls, Harbor Heights was first developed by Harry Rich Mooney in the 1920s and anchored by homes on Knollwood Avenue as the premiere showcase for his real estate development. Mr. Mooney built a varied selection of modest homes including those in the Tudor style Tudor and French Provincial styles that were a hallmark of southern Westchester County, New York Westchester design of the early 20th century. Mr. Mooney promoted the Knolls as a wholesome and convenient alternative to living in New York City .
