The McLaneOcampoTreaty , formally the Treaty of Transit and Commerce , was an agreement between the United States and Mexico , signed in the Veracruz, Veracruz port of Veracruz in Mexico on December 14, 1859, which would have sold the perpetual right of transit to the Isthmus of Tehuantepec to the U.S. for 4 million, through the Mexican ports of Tehuantepec in the south, to Coatzacoalcos in the Gulf of Mexico . All the transit would be free of any charge or duty, both for military and commercial effects and troops. It even granted the obligation of Mexican troops to assist in the enforcement of the rights permanently granted to the U.S. Additionally, it granted rights of passage through two strings of Mexican land one that would run through the state of Sonora from the port of Guaymas on the Sea of Cortez Gulf of California , to Nogales, Sonora Nogales , on the US Mexico border border with Arizona and another one from the western port of Mazatl n , in the state of Sinaloa , going through Monterrey all the way through Matamoros, Tamaulipas , south of present day Brownsville, Texas , on the Gulf of Mexico . Mexico was also compelled to build storage facilities on either side of the Tehuantepec isthmus. All rights of passage would benefit the U.S. on a perpetual basis. Of the 4 million for the total cost of these benefits, the U.S. would pay immediately only two million to the Mexican .... Patrick McLane March 14, 1875 &ndash November 13, 1946 was a Democratic Party United States Democratic member of the U.S. House of Representatives from Pennsylvania . Biography Patrick McLane was born in County Mayo, Ireland . He immigrated to the United States in 1882 with his parents, who settled in Scranton, Pennsylvania . He worked in the coal mines of Scranton for thirteen years. During the Spanish American War he served in the Eleventh Regiment of the United States Army , in 1898 and 1899. He became a locomotive engineer. He was a member of the Scranton School Board from 1904 to 1911. He served as a delegate to the Democratic State convention in 1905, and as a member of the Democratic State committee in 1914. McLane presented credentials as a Democratic Member elect to the 66th United States Congress Sixty sixth Congress and served from March 4, 1919 to February 25, 1921, when he was succeeded by John Richard Farr , who successfully contested the election. He was an unsuccessful candidate for election in United States House election, 1922 1922 and in United States House election, 1924 1924 . He was employed as a locomotive engineer until his death, aged 71, in Scranton in 1946. Interred in Cathedral Cemetery. Ocampo from 1928 to 1932, attended evening classes at the Academy of Arts in San Carlos Academy in Mexico City. In 1929 he became a member of the workshop for book art. He created more than 200 erasure s, woodcut s and lithography lithographies . He taught arts at several schools and illustrated book s, newspaper s and magazine s for the publishing house Imprenta y Editorial Cultura . In 1936 he became a member of the Liga de Escritores y Artistas Revolucionarios league of the revolutionary writers and artist, LEAR . In 1937 he worked alongside Alberto Beltr n , ngel Bracho , Leopoldo M ndez , Pablo O Higgins , Ra l Anguiano and other artists of the Taller de Gr fica Popular workshop of the popular grapic artists, TGP .
