Originally simply Sergeant Major Fact date May 2007 , the title unlike the modern military rank of the same name signified a general officer , commander of an army s infantry and typically third in command of the army as a whole after the Lieutenant General and Captain General he also acted as a sort of Chief of staff military chief of staff . Early in the 17th century, individual regiments began appointing their own Sergeants Major to perform a similar role on a smaller scale these evolved into modern day Major s the older, senior position became known as Sergeant Major General to distinguish it. A prominent example was Philip Skippon in the English New model Army as organized by Oliver Cromwell . Over the course of the 17th century, the increasing professionalisation of armies saw Sergeant Major General become the most junior of the general ranks. At the same time, the Sergeant portion of the title was more and more commonly dropped by the early 18th century, the rank s name had been permanently shortened to Major General . Since Sergeant Major General had ranked below Lieutenant General , the newly named rank of Major General appeared to create a precedence issue, in that a Major outranks a Lieutenant but a Lieutenant General outranks a Major General.     William Packer was a Major General during the English Civil War . Enlisted in the Eastern Association army by 1644 he was a zealous Lieutenant in Oliver Cromwell s cavalry regiment. As a religious radical, Packer clashed with Major General Lawrence Crawford , who had him arrested for disobedience. Cromwell intervened to have him released, leading to the bitter dispute between Cromwell and Crawford. On the formation of the New Model Army in 1645 , Packer became a captain in Fairfax s regiment of Horse. He was with Fairfax at the siege of Colchester in 1648 , then served as a Major in Cromwell s regiment on the Scottish campaign of 1650. During the early 1650s, he was associated with the London congregation of the Fifth Monarchist John Simpson . Packer was himself a noted lay preacher and received a licence to preach from the Council of State in 1653 . He was appointed a Trier to vet candidates for the clergy in 1654. During the Rule of the Major Generals 1655 , he deputised for Charles Fleetwood as military governor of Hertfordshire and Oxfordshire . Packer emerged as one of the most severe of the Major Generals. He denounced the celebration of Christmas in 1656 and is said to have violently attacked a Cavalier Royalist who appeared before him drunk. He argued against granting freedom of worship to the Quakers . Packer was elected to the Second Protectorate Parliament as Member of Parliament MP for Woodstock UK Parliament constituency Woodstock , Oxfordshire, but he had grown discontented with Cromwell s policies. He argued with Cromwell over the instigation of the Upper House and was deprived of his commands in 1658 . Forbes was the son of a Scottish minister in the county of Elgin, Moray Elgin , and entered the army when a mere boy as an ensign in the 78th highlanders, or Ross shire buffs, when Francis Humberstone Mackenzie, afterwards Lord Seaforth, raised that regiment in March 1793. He was promoted lieutenant on 3 May 1794, and in the following September his regiment joined the army in the Netherlands, under the command of Lieutenant colonel Alexander Mackenzie Fraser . He served with distinction in all the affairs of the disastrous retreat before Pichegru, and was especially noticed for his behaviour at Geldermalsen on 5 January 1795. He was present at the affair of Quiberon and the attack on Belle Isle in that year, and in 1796 he proceeded with his regiment first to the Cape and then to India. He remained in India more than twenty years, seeing much service. In 1798 his regiment formed the escort of Sir John Shore when he advanced into Oude to dethrone the nawab, and it was engaged throughout the Mar th campaign of 1803, and especially at the storm of Ahmednagar. For his services in this campaign Forbes was promoted captain on 25 June 1803, and he remained in garrison until 1811, when his regiment was selected to form part of the expedition sent against Java in 1811, under Sir Samuel Auchmuty. He was placed in command of the flank companies of the various British regiments, and at their head led the assaults on the lines of Waltevreede and the lines of Cornelis, and was to the front in every engagement with the Dutch troops. For these services he was five times thanked in general orders, received the gold medal for Java, and was promoted major on 29 Aug. 1811.
