It was designed in 1992 by Bernard Namok . It won a local competition held by the Islands Coordinating Council, and was recognised by the Aboriginal and Torres Strait Islander Commission in June 1992. The Government of Australia granted it Flag of Australia status, under the Flags Act 1953 , on 14 July 1995. Although Namok has since died, the Torres Strait Islander flag is still subject to Australian copyright law copyright under the Copyright Act 1968 Cth . The Island Coordinating Council manages the copyright of the flag but does not stop commercial uses of the flag only because it has more pressing issues to attend to as part of its activities .     The Office of Aboriginal and Torres Strait Islander Health , often known by its acronym OATSIH , is a division of the Government of Australia Australian Government s Department of Health and Ageing Australia Department of Health and Ageing . It was set up in 1994 in the then Department of Human Services and Health to give a greater focus on the health needs of Indigenous Australians in mainstream health programs. On 1 July 1995, following a Government decision to transfer responsibility for Aboriginal and Torres Strait Islander health from the Aboriginal and Torres Strait Islander Commission to the Health portfolio, the Office assumed responsibility for providing funding to Aboriginal community controlled health and substance misuse services previously administered by ATSIC. It is Australia s premier institution for information about the cultures and lifestyles of Australian Aborigine Aboriginal and Torres Strait Islander peoples. It is located on Acton Peninsula in Canberra , Australian Capital Territory . History The Australian Institute of Aboriginal Studies AIAS started with an interim Council started in 1961 and was established under an Act of Parliament in 1964. It had a twenty two member Council and a foundation membership of one hundred and its work increased cross disciplinary interaction leading to Aboriginal studies beginning. The AIAS Act was replaced by the AIATSIS Act in 1989. The new Act also created a Research Advisory Committee and reduced the size of the Council to nine members, four of whom are elected while five are appointed.
