On 3 August, 1882 , the US Congress passed a new ImmigrationAct that stated that a 50 cents tax would be levied on all immigrants landing at United States ports. The money collected was to be used to defray the expenses of regulating immigration and for the care of immigrants after landing. The legislation also gave powers to the authorities to deny entry to convicts except those convicted of political offenses , lunatics, idiots and persons likely to become public charges .The head tax money was also used to pay the federal immigration agents, and independent immigration agencies throughout the United States. The ImmigrationAct of Parliament Act in Canada was created in 1976 by then Prime Minister Pierre Trudeau . It focused on who should be allowed into Canada, not on who should be kept out. The Act came into force in 1978 along with new Immigration Regulations. This Act gave more power to the provinces to set their own immigration laws, and defined prohibited classes in much broader terms. Individuals who could become a burden on social welfare or health services would now be refused entry, rather than specific categories of people, i.e. homosexuals , the disabled , and so on created four new classes of immigrants who could come to Canada, which are refugees , families, assisted relatives, and independent immigrants. While independent immigrants had to take part in the Economic impact of immigration to Canada Points System , other classes did not have to take part in this test so long as they passed basic criminal, security and health checks. This Act also created alternatives to deportation for less serious criminal or medical offenses, since deportation meant the immigrant was barred from entering Canada for life. After 1978, the government could issue 12 month exclusion orders and a departure notice, if the cause for a person s removal wasn t serious. but in some cases it could be severe. The ImmigrationAct of 1976 does not have that much information. The Chinese ImmigrationAct of 1885 placed a head tax on all China Chinese immigrant s coming to Canada , forcing them to pay a fifty dollar fee to enter the country. ref http www.asian.ca law cia1885.htm ref In 1900, the fee was raised to one hundred dollars a substantial amount of money at that time . In 1903, the amount was raised to five hundred dollars, the equivalency of two years wages, which was a small fortune to the Chinese immigrants as well as other Canadians at the time. Later, another law was passed, declaring that only one Chinese immigrant could come to Canada for every fifty tons 50.8 tonnes of the ship they were travelling on, for that one voyage. The ImmigrationAct of 1990 USStatute 101 649 104 4978 1990 11 29 increased the number of legal immigration immigrants allowed into the United States each year. It also created a lottery Diversity Immigrant Visa program that randomly assigned a number of visa document visas . This was done to help immigrants from countries where the United States did not often grant visas. The modifications also removed homosexuality as a grounds for exclusion from immigration. The law also provided for exceptions to the English testing process required for naturalization set forth by the Naturalization Act of 1906 . Significance After it became law, the United States would admit 700,000 new immigrants annually, up from 500,000 before the bill s passage. The new system continued to favor people with family members already in the United States, but added 50,000 diversity visas for countries from which few were emigrating as well as 40,000 permanent job related visas and 65,000 temporary worker visas. Additional provisions strengthened the U.S. Border Patrol and altered language regarding disease restrictions in a way that permitted the Secretary of Health and Human Services to remove AIDS from the list of illnesses making a prospective immigrant ineligible to enter the country.
