Herwig studied jurisprudence at the University of G ttingen from 1856, where he became member of the Corps Hannovera G ttingen Corps Hannovera . He continued his studies at the universities of University of Leipzig Leipzig , University of Freiberg Freiburg and Humboldt University of Berlin Berlin , before entering the Prussian civil service . In 1869 he became district officer for his hometown of Bad Arolsen Arolsen . He was vice president of the Provincial Training and Medical College Association in Berlin. During his studies, he was an active member in Roman Catholic Church Catholic organisations and held a mandate of the Austrian Students Association.
