FASCINATOR is a series of Type 1 product Type 1 encryption modules designed in the late 1980s to be installed in Motorola digital capable voice radios. These radios were originally built to accept a Data Encryption Standard DES based encryption module that was not approved by NSA for classified communications. The FASCINATOR modules replaced the DES units and can be used for classified conversations at all levels when used with appropriately classified keys. FASCINATOR operates at 12 kbit s for encryption and decryption. It is not compatible with DES based voice systems. NSA originally supplied key cryptography keys for FASCINATOR on paper tape for loading using KOI 18 or KYK 13 fill device s and a special adaptor box and cable. The standard cryptoperiod was 7 days, i.e. keys had to be changed weekly. FASCINATOR was adopted by the U.S government as Federal Standard 1023, which establishes interoperability requirements regarding the analog to digital conversion, encryption with related synchronization , and modulation of encrypted voice associated with frequency modulation FM radio systems employing 25 kHz channels and operating above 30 MHz. Voice is digitized using 12 kbit s continuously variable slope delta modulation CVSD and then encrypted using a National Security Agency NSA Commercial COMSEC Endorsement Program CCEP Type 1 product Type 1 encryption algorithm based on the KY 57 58. It is also known as the MC2V Mobile command and Control Vehicle . The vehicle serves as the communications hub for the motorcade by encrypting Duplex telecommunications duplex radio and streaming video which in turn is beamed up to a military satellite which in turn beams that data back down to a ground entry point and through to the WHCA switchboard. The vehicle is a heavily modified Chevrolet Suburban equipped with protective armor, runflat tires, vehicle transponder, and turbocharger. The most obvious feature is a configurable antennae platform mounted on the roof. This contains a large SATCOM dome containing a tracking dish that serves as the data uplink and downlink as the primary communications path for the motorcade. Also on the roof are smaller VHF antennas that serve as a repeater for the other motorcade elements as well as another communications path to local authorities and the onsite WHCA office. VHF antennae configuration changes according to the mission operational requirements. This also serves as the hub for the LCP or Limousine Control Package that allows Command and Control C2 functions to be performed from USSS control cars, presidential parade limo or presidential suburban. 22 of these vehicles were built by Assurance Technology Corporation in Carlisle MA and developed with NRL Naval Research Laboratory . The primary communications path is via the Defense Satellite Communications System DSCS III U satellite. Elizabeth Arden raced under the nom de course Mr. Nightingale until 1943 when she adopted the name Maine Chance Farm from her health spa in Mount Vernon, Maine . During the nineteen forties and fifties, the Maine Chance Farm racing stable was a major force in American horse racing . Among the stable s many champions and stakes race winners who raced under Arden s cerise, blue and white colors were the colt horse colt Star Pilot horse Star Pilot and the filly , Beaugay, both 1945 Eclipse Award champions. The Beaugay Handicap at Aqueduct Racetrack is named in the filly s honor. That year, Maine Chance Farm was the top money winning stable in the United States. In May 1946, a fire at a racetrack in Chicago destroyed twenty two horses owned by Maine Chance Farm.
