Thomas Shriver was the mayor of Cumberland, Maryland from 1843 1849, and 1850 1851. Mayor Shriver made great improvements to the city of Cumberland. Grades were established on all the principal streets of the city, and sidewalks were laid on Mechanic Street almost to its entire length. Baltimore, Liberty, Bedford, and George Streets were paved, and new bridge built over the mill race , and paved with stone. The Blue Spring was improved and walled up, and protected by ordinance.
