Tasa de Santill n or Rate of Santill n was a rate of indigenous labor applied in the Captaincy General of Chile by Spanish Royal Governor governor Garc a Hurtado de Mendoza, 5th Marquis of Ca ete Garc a Hurtado de Mendoza , the first formal regulation of the system of encomienda s in Chile . Promulgated in 1558 , it was the first set of laws that regulated labor relations between the Spaniards and Mapuche natives. Its creator was jurist Hernando de Santill n , who came with Garcia Hurtado de Mendoza to Chile . Description The Rate was a system for indigenous labor, that instead of making all the natives work in a repartimiento , determined a system whereby they took turns doing the required service. The cacique of each tribe being forced to send a man for each six men in the encomienda for the operation of the mines, and one of each five for agricultural work. This worker, who until then had not been paid a wage, had to be remunerated with the sixth part of the product of his work. The form of remuneration the native was due, called Sesmo, was regular pay every month end, the sixth part that he extracted from the mine. In addition the regulation exempted from this work women and men of under 18 and over 50 years old. It established that the encomendero was to maintain the laborers in healthy condition and in addition that they procured their quick evangelisation. The duration of the Rate of Santill n in all their integrity did not last long and the governors who replaced Mendoza abolished it almost totally. Actually, this rate allowed some Spaniards like Pedro Avenda o to greatly abuse the Indians in their encomiendas, sowing the seeds of future rebellions, especially among the Huilliche . The Santa Rosa Carib Community is the major organisation of indigenous people in Trinidad and Tobago . The Carib people Carib s of Arima are descended from the original Amerindian inhabitants of Trinidad Amerindian s from the former encomienda s of Tacarigua and Arauca Arouca, Trinidad and Tobago Arouca were resettled to Arima between 1784 and 1786. The SRCC was incorporated in 1973 to preserve the culture of the Caribs of Arima and maintain their role in the annual Santa Rosa Festival dedicated to Santa Rosa de Lima , the first Catholic saint canonised in the New World . The Toledo Reforms were a series of reforms implemented by Francisco de Toledo, Count of Oropesa to Spain s policies in the Viceroyalty of Peru . The years 1533 1569 were considered the years of crisis and turmoil in the Viceroyalty of Peru. During these years there were several problems that emerged and that needed serious attention. The Spanish conquistador s found it hard to maintain order in the Andes . The problems that emerged during this time were the New Laws of 1542 that were established by Blasco N ez Vela and the weakening of the encomienda system. These laws were established to put an end to the exploitation of Amerindian s by the establishment of a fair taxation system. This angered the Spaniards because they felt that it was a direct interference in the lands that they won by force and because the laws hurt them from an economical standpoint. The weakening of the encomienda system also hurt the Spaniards economically. This system was weakened by competition from other Spanish economic ventures, tax and labor burdens of the encomenderos , and the spread of European epidemic diseases amongst the Andean peoples. This economic crisis needed serious attention. To deal with the emerging problems, King Philip II of Spain named Francisco de Toledo, Count of Oropesa as the new Viceroy of Peru in 1568. During his twelve year rule, he established reforms that he felt would deal with the economic crisis in the Andes. Francisco de Toledo s reforms dealt with 3 key issues. The first was organizing the indigenous peoples into large towns called reducciones . The reducciones were then divided into 614 administrative districts called repartimiento s . According to the 2000 census, it has a population of 26,919 people in 5,108 households. Residents of the town of Barugo are traditionally referred to as Barugon on often, they re incorrectly referred to as baruguenos. History of Barugo Barugo is a town in the northern coastal part of Leyte facing Carigara Bay, 50 kilometers northwest of Tacloban City , whose history dates back to the early days of Spanish occupation. Residents of the town of Barugo are traditionally referred to as Barugon on. Early during the Spanish rule, the area was given the status of a pueblo town when it was established as an encomienda. An encomienda was a land estate awarded to deserving Spaniards for services rendered to the Spanish Crown. The grantee of an encomienda, known as encomiendero, was given the right to rule the encomienda in accordance with the Spanish laws and to extract tributes from the natives, part of which went to the Spanish Crown. Miguel Lopez, the first governor of the Islas Pilipinas, started the practice of designating large landed estates as encomiendas. Only ten months after Cebu and Manila became encomiendas, Barugo was also designated as one on November 3, 1571. Rodrigo de Vargas was the first encomiendero for Barugo. The education of the natives in Leyte started with the arrival of the Jesuits on July 16, 1595. The mission schools in the beginning concentrated on the basics of Christianity. Barugo initially was only a vista of Carigara, meaning that it was under the administrative and spiritual supervision of the curate of Carigara, and was under the care of Fr.
