    Customary land is land which is owned by Indigenous peoples Indigenous communities and administered in accordance with their customs , as opposed to statutory tenure usually introduced during the colonial periods. Common ownership is one form of customary land ownership. In most countries of the Pacific islands customary land remains the dominant land tenure form. Distinct customary systems of tenure have evolved on different islands and areas within the Pacific region.     The Land Title and Survey Authority of British Columbia LTSA was established under the Land Title and Survey Authority Act in January 2005 and operates the land title registration and the survey systems of the province of British Columbia , Canada . The LTSA provides for the registration of all real property ownership and land interests, and all private and Crown land surveys through two divisions Land Title Division ensures the continued integrity of BC s Torrens title system for registering land titles. The LTSA s Land Title Offices verify ownership every time a property is sold, mortgaged, or other interests are created. The LTSA s Land Title Register is BC s official legal record of private property ownership and contains over 1.9 million active titles to land, and 2.1 million active charges or legal interests. Surveyor General Division maintains the quality of the land survey structure of the Province and issues Crown Grant documents that transfer Crown land into private ownership In addition to performing over the counter transactions, users can interface electronically with the LTSA The LTSA s Electronic Filing System EFS launched in 2004 enables authorized users lawyers , notaries public and land surveyors to electronically submit land title documents and survey plans for registration. The secure nature of EFS is derived in large part by digital signatures , also known as digital certificates , through a service offered by Juricert, a Law Society of British Columbia subsidiary. EFS is available via BC OnLine , the BC Government s portal to e government and other supporting services. The LTSA s Search and Retrieval System on BC OnLine offers registered users the ability to perform title searches and obtain copies of documents and recent survey plans. A total of 13 stakeholder groups comprise the LTSA Stakeholder Advisory Committee, which advises the LTSA on a variety of matters. It was built for the oldest title insurance company in the world, the Land Title Bank and Trust Company. The two building complex, joined at the first floor, was built in two phases. The earlier, northern one of the building s two towers, erected in 1898 of 15 stories, was designed by Chicago based architect Daniel Burnham , who was an early pioneer in the development of tall buildings. The southern, 22 story, 331 ft tower, added in 1902, was also designed by Burnham in collaboration with Philadelphia architect Horace Trumbauer it was built on the site of the former Lafayette Hotel.
