Doctor Coss is both a city and a municipality in Nuevo Le n , Mexico . It is located at coord 25 56 N 99 10 W , 182 km NE of Monterrey . Its name honors Jos Mar a Coss Dr. Jos Mar a Coss , a liberal politician of the 19th century. In 2000 the municipality had 2246 inhabitants, while the homonym city which serves as the municipal seat had some 1,000. The first settlement, Paso del Zacate, was formed around 1745 with families from Los Aldamas, Nuevo Le n Los Aldamas and General Bravo, Nuevo Le n General Bravo . Almost a century later Paso del Zacate was declared a villa by the Congress of Nuevo Le n state congress and finally, on October 7, 1882, the municipality of Doctor Coss was formed with the unification of Paso del Zacate, Zacate, Soledad, El Ebanito, La Lajilla, Los Chorros, Tecomate, Lucero, Las Mujeres and Gachupines. Their role is to set up a safe system of work which looks after the interests of a group of people who need to go on or near the line. There are two categories of Zones that a COSS can set up, a Green Zone or a Red Zone . Green zone working means all or some lines are blocked to train movements, or work is being carried out behind a fence or more than 2 Meters from the nearest running rail. This is the safest way of working, although many incidents still happen within Green Zones. Red Zone which means the lines are open to train movements, this is seen as unsafe and is supposed to be very much avoided in the rail industry, and only worked when green zone circumstances are unavailable. Charles married his first wife Judith in 1579. They had a daughter and two sons, including Francis who succeeded him as Duke of Brissac. Judith died in 1598 and he remarried four years later. He fought in the French Wars of Religion on the side of the House of Guise .
