During the crises that led up to the Franco Prussian War , Adolphe Niel , Minister of War for France under Louis Napoleon attempted to bolster French military might by bringing into existence a service which would provide reserves to be added to the French army. Although there was conscription into the army, not only was it not universal, but middle class people could purchase exemptions for their sons. The garde mobile also called garde nationale mobile though it had nothing to do with the garde nationale or National Guard of France was intended to be the body which would in effect conscript all who had been able to avoid military service. It would also take in all conscripts on completion of their army service. Napoleon III took up the idea and announced on 12 December 1866 that the Garde Mobile would eventually attain a strength of 400,000 troops. Both the left and the right in the Corps Legislatif took issue with the proposal. The right wanted an all professional army the left were opposed to Bonapartist militarism, or wanted a People in Arms as their defense service. Hence not much money was spent for the equipment or training of the Garde Mobile. Its authority to conscript was also diminished. Servicemen were trained fourteen days per year, each one not followed by another, so they could return home to sleep. This service was not even permitted to deploy beyond the local areas of which the units were formed thus, they were hardly mobile . The Garde Mobile had different uniforms from those of either the regular infantry, the National Guard, or the infantry of the French Marines. They did not get the excellent French chassepot rifle. The regiment also included members of the Fascism Fascist Iron Guard , which always had a close relationship with the SS. It was attached to the III. SS. Germanisches Panzer Korps and fought on the River Oder front until the beginning of March 1945. It was then transferred to the Eastern approaches to Berlin where it was smashed by the Soviet offensive which was launched against the city on the 16 April. Sewing on an undercollar is somewhat of an old tradition in Russian military. Usually, it takes no less than an hour to do it for the first time and most often it s done in a wrong way. After some time an experienced soldier is able to sew his undercollar on within 2 or 3 minutes. Undercollars are changed daily. As usual, this procedure takes place in the evening before taps. Before sewing on, an undercollar and a collar itself should be ironed. A 70 100 cm long white thread is used for sewing. The stitches should not be seen from the outer side of the collar. A correctly sewed undercollar visibly overhangs a collar for 1 1.5 millimeters match head thickness . Senior conscripts might sometimes pile an undercollar up 2, 4, 6 or even 8 times. A Commission of Array was a Letters patent commission given by England English royalty to officers or gentry in a given territory to muster and array the inhabitants and to see them in a condition for war, or to put soldier s of a country in a condition for military service. The term arrayers is used in some ancient English statutes, for an officer who had a Commission of Array. Commissions of array developed from the ancient obligation of all free men to defend their country. Commissioners were usually experienced soldiers, appointed by the crown to array able bodied men from each shire. By the time of the Wars of the Roses conscript levies were less important than troops raised by indenture . Though obsolete by the 17th century, the system was revived by Charles I of England Charles I in 1642 in opposition to the 1641 Militia Ordinance that gave Parliament of England Parliament control of raising troops in order to muster a Cavalier Royalist army at the onset of the English Civil War .
