The Jaffna Students Congress was founded in 1924 and renamed the Jaffna Youth Congress JYC in 1926. It had its base among educated middle class Tamil people Tamil youth, especially young graduates from Indian Universities and from the newly founded University College, Colombo . It drew enthusiasm and morale boosts from visits of leading Indian personalities. In 1927, the JYC invited Indian independence movement leader Mahatma Gandhi to visit Jaffna . In 1931 Kamaladevi Chattopadhyay addressed the opening session of the All Ceylon Youth Congress, and was said to have taken Jaffna by storm. Like the Indian National Congress in India , the causes the JYC advocated were secularism, a non sectarian Ceylonese nationalism and independence from Britain. Such individuals as representatives from almost all the black colleges in the country, Boy Scouts of America Boy and Girl Scouts of the USA Girl Scouts , young steel workers, and even members of the YMCA all joined together to form the Southern Negro Youth Congress. The Southern Negro Youth Congress felt that the major threat to the role of democracy was not communism or socialism but rather fascism was the biggest threat, not only to the black population but also a major threat to the white population as well. Many members of the Southern Negro Youth Congress felt that it was a great organization because it allowed people to not only settle into the Southern areas but also take action to change it for the better as well. The Southern Negro Youth Congress performed such studies as taking items being purchased in a black community and then comparing the prices to those same items being purchased in a white community. This study showed that prices for the same goods were 20 30 higher in the black communities then they were in the white communities, which meant that the citizens who were struggling most to survive were actually paying higher prices for the items that were necessary for them to live.     The International Four H Youth Exchange , or IFYE is an international exchange program within the 4 H Program. History At the end of World War II , 4 H teens attending a national 4 H conference asked themselves, Why can t we solve our problems in a more humane way? Thus, a two way cultural exchange known as the International Farm Youth Exchange began in 1948 conducted by the National 4 H Council. In 1992 the National IFYE Association composed of exchange alumni and others interested in promoting the International 4 H Exchanges accepted the responsibilities to support the continued funding of these programs. Thus, the National IFYE Foundation was developed in 1996 97 with a Board of Directors and officers named in 1997. Recommendations for directors were received by the established regions of the IFYE Association at its annual conference in Savannah, Georgia Savannah , Georgia U.S. state Georgia in 1996. The first annual meeting of the board was held in St. Louis, Missouri St. Louis , Missouri on July 23, 1997. Because of the IFYE, thousands of young people from all over the world have lived and worked on farms, small towns and cities of another country, sharing these one in a lifetime experiences with thousands of people. Mission The International Four H Youth Exchange IFYE Association of the USA, Inc., in cooperation with the Cooperative Extension System, will promote world peace through exchange opportunities for mutual understanding, support and perpetuate the growth of 4 H International education and exchange programs, provide support to returning international exchange participants, provide financial assistance for exchanges through its affiliated IFYE Foundation of the USA, provide recognition to groups and individuals who further global awareness and inter cultural understanding, and establish a network to further international understanding.
