Universities in the System are considered public universities, but are under independent control rather than that of the state. Because of their independent status, universities in the Commonwealth System tend to have higher tuition costs compared to the Pennsylvania State System of Higher Education .     The Utah State Board of Regents was formed in 1969 as a governing body for the Utah System of Higher Education . It is made up of the College of Eastern Utah , Dixie State College of Utah , Salt Lake Community College , Snow College , Southern Utah University , the University of Utah , Utah College of Applied Technology , Utah State University , Utah Valley University , and Weber State University . The Board consists of eighteen residents of the State sixteen of these regents, including one student regent, are appointed by the Governor of Utah. The remaining two regents are appointed by the chair of Utah State Board of Regents and serve as nonvoting members. The Board oversees the establishment of policies and procedures, executive appointments, master planning, budget and finance, proposals for legislation, develops governmental relationships, and performs administrative unit and program approval for higher education for the State of Utah .     The Nevada System of Higher Education NSHE formerly the University and Community College System of Nevada UCCSN was formed in 1968 to oversee all state supported higher education in the United States U.S. state of Nevada . The name was changed in 2004. Two doctoral granting research universities, one state college, four community colleges and one research institute comprise the System. About 98,000 students attend the degree granting campuses. An elected Board of Regents is responsible for the governance of the institutions comprising the Nevada System of Higher Education. Elected to serve a six year term, the 13 Regents set policies and approve budgets for Nevada s entire public system of higher education. The Board holds eight regular meetings each year as well as additional committee meetings. Regular meetings are rotated among the campuses throughout the state. All regular and committee meetings are open to the public.
