The ChiefJustice is both the judicial head of the Supreme Court as well as the administrative head. He or she is responsible for arranging the business of the court and establishing its rules and procedures. The office of ChiefJustice was created in 1861 when the Supreme Court was established through the amalgamation of the Court of Quarter Sessions and the Civil Court. The first ChiefJustice was the West Indian born Archibald Burt Sir Archibald Burt . Initially, in line with the British colonial policy of the time, the Chief Justices were appointed by the Secretary of State for the Colonies Colonial Office from outside the colony. It was not until 1901 that Western Australia had its first Western Australian born ChiefJustice. By convention the ChiefJustice acts as the Governor of Western Australia Governor s deputy and is often referred to as the Lieutenant Governor . History of the ChiefJustice of the Northern Territory The Supreme Court of the Northern Territory was established in 1911. From 1911 1974 the Northern Territory had only one resident judge. Relief was provided by Commonwealth judges from 1961 1976 and by Federal Court of Australia Federal Court judges from 1976 1978. The Northern Territory gained Self Government in 1978 and by that time had four resident judges. The title given to the judge varied in name, as the laws concerning the position varied.
