Cato was born on Saint Vincent island. He joined the Canada Canadian army and was involved in battles during World War II . After returning to Saint Vincent, he became involved in local politics. In 1955 he co founded the Saint Vincent Labour Party , also known as the Unity Labour Party. In 1967, when Saint Vincent and the Grenadines became an associated state, he became chief minister . He became List of Prime Ministers of Saint Vincent and the Grenadines Prime Minister in 1969. Cato lost elections in April 1972 and the opposition leader, James Fitz Allen Mitchell became Prime Minister. Cato s party and its coalition partners won elections in 1974. He served as Prime Minister again from 1974 until 1984, even though his coalition collapsed during the mid 1970s. Cato led his country to complete independence from Britain in 1979. Cato s government did not support other nearby socialist governments such as those in Cuba , Grenada and Guyana as he opposed Marxism . Instead, he allied with like minded pro Western governments such as those in Trinidad and Tobago and Barbados , cooperating with them on economic and defense matters. The Labour Party lost elections in 1984. It is still one of the two main political parties in Saint Vincent and the Grenadines. It returned to power in 2001 under Ralph Gonsalves . Cato painted and exhibited throughout the 1940s and 1950s, while serving as art director at Dance , Glamour , Jr. Bazaar and Theatre Arts magazines. Cato began working in the music industry in 1959 at Columbia Records , becoming vice president of creative services there and later at United Artists. During the next 20 years, he designed and oversaw hundreds of albums for dozens of artists, forging lasting relationships with many, including The Band , Johnny Cash , Miles Davis , Bob Dylan , George Harrison , Janis Joplin and Van Morrison . The only known Black American Revolution Revolutionary War veteran buried west of the Mississippi River, Cato Mead ca. 1761 1846 also spelled Meed is buried in or near Montrose, Iowa . According to historian Barbara MacLeish, who is researching a book on Mead, he joined the 4th Connecticut Regiment commanded by Col. John Durkee of Norwich, Connecticut in 1776 or 1777. It is not entirely clear if he was a former slave.     The Cato was a ship of 430 tons constructed at Stockton on Tees Stockton in England and registered in London to Reeve & Green. It was wrecked on the Great Barrier Reef , Australia , in 1804. On 10 August 1803, Cato left Sydney in the company of the ships HMS Porpoise 1799 HMS Porpoise and Bridgewater bound for India. On 17 August the three ships got caught near a sandbank, 157 miles north and 51 miles east of Sandy Cape . With shrinking leeway, both the Cato and HMS Porpoise were grounded. Bridgewater sailed on, despite knowing that the other two ships had come to grief. The crew and passengers of the other ships were able to land on a sandbank as both their ships broke up. This sandback become known as Wreck Reefs and is located in the southern part of the Coral Sea Islands approximately convert 450 km 0 abbr on East Nor East of Gladstone, Queensland Gladstone , Queensland or convert 250 km 0 abbr on east of the Swain reefs complex they form a narrow chain of reefs with small cays that extends for around convert 25 km 0 abbr on in a west to east line The Cato also gave its name to the near by Cato Reef which it discovered On 26 August 1803 with no sign of rescue, Porpoise passenger Matthew Flinders and Captain John Park of the Cato took the largest Cutter boat cutter which they named Hope and twelve crewmen and headed to Sydney to seek rescue. Through marvellous navigation, Hope made it to Port Jackson by 8 September. Three lives were lost in the joint shipwreck.
