It was established in 1816 by Charles Orpen Dr. Charles Orpen . History During his work at the Workhouse of the House of Industry in Dublin in 1816, Dr. Orpen found at least twenty one deaf children. He selected a deaf and dumb boy, Thomas Collins, for tuition. After devoting his leisure hours, for a few months, to the partial education of the boy at his own house, Dr. Orpen gave a few popular lectures at the Rotunda, in which he brought forward the most striking features in the condition of the deaf and dumb, and the principal facts with respect to the history of their education, as a science recently invented, and the establishment of schools in various countries for their relief. Collins progress in written language, in calculation, and in articulate speech, after only a few months instruction, was so satisfactory that the cause of the deaf and dumb was immediately taken up by the public. The National Institution for Education of the Deaf and Dumb Poor in Ireland was formed shortly afterwards. The Pneumatic Institution also referred to as Pneumatic Institute was a medical research facility in Bristol , England, in 1799 1802. It was established by physician and science writer Thomas Beddoes to study the medical effects of the gases that had recently been discovered. Humphry Davy headed the Institution s laboratory, examining the effects of laughing gas on himself and others, and James Watt designed much of the lab s equipment. The location of meetings rotates from country to country. The Carnegie Group of Science Advisers to Presidents and Prime Ministers was established in 1991 by William T. Golden, businessman, chairman of the Board of the American Museum of Natural History and long time adviser on national science policy issues in the US, and D. Allan Bromley, a Canadian born physicist who was the national science adviser to President George H.W.Bush. It has met twice yearly since its creation, but since 2009 meets annually. Members of the Group alternate in hosting the meetings. The Carnegie Group, an informal group designed to bring together the science ministers and advisors of the G8 countries and the EU to discuss issues of mutual concern and interest, has been faithful to the original design envisioned by its founders. But it is also a group that has adapted to changing circumstances and to the growing importance of the emerging economies of China, India, Brazil, Mexico and South Africa.
