  1. Umutara Province

    Until January 2006, Umutara Province was one of the 12 provinces of Rwanda provinces intara of Rwanda . However, due to local government reorganization, this area is now part of the new larger Eastern Province, Rwanda Eastern Province . The old province was situated in the north east of the country, bordering Uganda to the east and Tanzania to the north. Within Rwanda it borders Kibungo to the south and Byumba to the west. The province was made up of districts and 81 Sectors, with its capital at Nyagatare . Umutara had an area of 4,250 square kilometers, most of which is grasslands . The population in 2005 was 421,600. Born in Gituza commune, Byumba Province , Rwanda, of Hutu ethnicity, Bizimana held the position of Minister of Defence in the government of Juv nal Habyarimana formed on 18 July 1993. After Habyarimana s death, Bizimana became the Minister of Defence in the interim government until mid July 1994. Among his powers were control over the possession of weapons by the civilian population, and control over the Rwandan Armed Forces FAR , the government s army.     Orphan date July 2009 B atrice Nirere is a Rwanda n politician who was convicted of genocide for her involvement in the 1994 Rwandan Genocide . At the time of her conviction in 2009, she was a member of the Chamber of Deputies of Rwanda , the country s lower house of Parliament of Rwanda parliament . In 1993, Nirere was a deputy governor in charge of social affairs in the Byumba Prefecture. That year she fled from advancing troops of the Rwandan Patriotic Front FPR and moved to a suburb of Kigali . Witnesses stated that during the 1994 Rwandan Genocide Nirere was a member of the Interahamwe militia that organised the massacre of ethnic Tutsi s and moderate Hutu s and that Nirere s influence with the militia derived from her political position. Nirere admitted to having handed out uniforms and other supplies to Interahamwe members, but she denied being otherwise affiliated with them. She was also accused of setting up and overseeing a roadblock where Tutsis were detained before they were killed. In September 2008, Nirere was elected to the Chamber of Deputies as a member of the ruling FPR. As a member of parliament, she was charged with genocide and tried in a gacaca court in Giporoso , Gasabo District . On 2 March 2009, Nirere was found guilty of genocide and sentenced to life imprisonment . Gatete was born in the commune of Murambi in the prefecture of Byumba, Rwanda. He was educated as an agricultural engineer, and served as mayor bourgmestre of Murambi from 1987 to 1993. An ethnic Hutu , he was a prominent member of the dominant MRND party. In 1993 he ceased his mayoral duties, but retained influence over the area. He is accused of planning and directly participating in genocide between 6 April and 30 April 1994, particularly in the parish of Kiziguro. He resided in a United Nations High Commissioner for Refugee UNHCR camp in Loukolela, northern Republic of Congo from 1997 to at least 1999, where he lived under the alias Jean Nsengiyumva , and where he raised an apparently adopted boy. Gatete was arrested on 11 September 2002 in the Republic of Congo . Two days later, he was transferred to the headquarters of the International Criminal Tribunal for Rwanda in Arusha , Tanzania . Among the charges are genocide and crimes against humanity .     Andr Kameya born 15 May 1946 in Southern Province, Rwanda then Prefecture Butare, Commune Kibayi to Augustin Rubwiriza and Nyirabahakwa Pascasie. br Upon finishing primary education at Mugombwa Primary School, he attended the Karubanda Catholic seminary and then continued to Nyakibanda Major Seminary for priesthood training. br While in his last year, working in Kabgayi in 1971 72 he was subject to discrimination that awoke his senses of justice and started to write article for the Catholic newspaper Kinyamateka. Discrimination against Tutsi was not uncommon. This brought him to the attention of the internal security services and he was ejected out of the Seminary under the orders of Kayibanda . This purge instituted by the government saw many Tutsi students ejected from many Catholic seminaries and some killed. Like many Tutsis, he took the road to exile in 1972 and returned to Rwanda in 1974. He subsequently worked for Kinyamateka until 1981 when he moved to the ORINFOR in La Releve French newspaper. Following training in law in 1984 he moved to the ministry of justice MINIJUST where he was the editor of the ministry journal. After few years in the Ministry of justice, he moved to the ministry of scientific research and culture until he resigned from public service to open his own newspaper RWANDA RUSHYA new Rwanda critical to the government of Habyarimana. He was among the 33 intellectuals who signed a petition to the then President for the introduction of democracy and multiparty. At the time when the government was fighting the RPF, he is credited to have traveled to Byumba in the RPF zone via Kampala and met the RPF leaders Kanywarengwe Alexis and Kagame Paul for interviews. Upon his return he published the first ever article inside Rwanda called U Rwanda mu rundi Rwanda inside Rwanda commenting on the objectives of the Rwandese Patriotic Front RPF and the legitimacy of their war and was subsequently jailed for it.     Charles Muhire is a Rwanda n air force officer who was Chief of Staff of the Air Force before being arrested in April 2010. Muhire was born in 1958 in Byumba , Rwanda. He studied at the Mulago Hospital Mulago Teaching Hospital in Uganda , graduating in 1979 with a higher diploma in Orthopedics and Traumatology. He joined the army and was commissioned in 1986. He attended the South African Air Force Command and Staff College, and subsequently took other air force training courses. Between 1990 and 1994 Muhire held various field commands. From 1995 to 1997 he was the Chief of Plans, Operations and Training at the Rwandan Patriotic Army Headquarters.
