    The Bureau of Military Information BMI was the first formal and organized United States of America American intelligence agency , active during the American Civil War . Predecessors Allan Pinkerton was a Scotland Scottish immigrant who in 1850 opened the Pinkerton National Detective Agency , one of the first Private investigator detective and Security guard private security agencies in the United States. He was contracted by Federal and a number of state and local governments to solve cases such as train robbery train robberies . In early 1861, Pinkerton assumed responsibility for Abraham Lincoln s safety, including gaining wind of an Baltimore Plot alleged assassination attempt . Shortly after the start of the Civil War, Pinkerton was contacted by George B. McClellan a friend and former client to provide intelligence for the Department of the Ohio . Charles Pomeroy Stone , then a colonel , also utilized a number of detectives to report intelligence matters to him. Starting in 1862, General Winfield Scott hired Lafayette C. Baker to provide similar services for him that Pinkerton provided for McClellan. Lincoln also hired William A.
