It was a Blue Ensign with a Coat of arms of British Windward Islands badge . The separate colonies under the Federal Colony each had their own ensigns. In 1903, the shape of the crown on the badge was changed slightly. The List of Governors of the British Windward Islands Governor in chief of the Windward Islands used a Union Flag defaced with the coat of arms. The Federal Colony of the Windward Islands became the Territory of the Windward Islands in June 1956, and was dissolved in 1960. Between 300 and 400 people are believed to have died in the storm. Damage on Barbados and Saint Vincent island St. Vincent was catastrophic. Meteorological history storm path 1898 Windward Islands hurricane track.png The storm developed in the south central Atlantic from an easterly wave out of Africa . The storm steadily strengthened and reached the Windward Islands as a Category  2 hurricane on the Saffir Simpson Hurricane Scale . The hurricane roared directly over Barbados with sustained winds in excess of 100  mph. The effect was devastating. The hurricane maintained intensity and actually strengthened to near major hurricane force. It turned slowly north, passing close to St. Vincent and the Grenadines , St. Lucia and Martinique . Exiting the islands, still a Category  2 storm, it continued north and then curved northeast near Bermuda . The storm finally became extratropical before crossing Newfoundland island Newfoundland , having maintained hurricane strength for 13 consecutive days. Impact The storm caused devastating damage throughout the eastern Caribbean islands. Barbados and St. Vincent sustained the most damage. The House of Assembly of the British Virgin Islands House of Assembly formerly named the Legislative Council prior to the 2007 election has 15 members, 13 members elected for a four year term, 9 of them in single seat constituency constituencies and 4 at large. The Attorney General and one speaker chosen from outside the council also serve on the Council. The British Virgin Islands has a two party system , which means that there are two dominant political parties , with extreme difficulty for anybody to achieve electoral success under the banner of any other party.
