The Board of Governors of the United States Postal Service is an eleven member board comparable to a board of directors of a private corporation, except in service of the American postal system. Nine members are appointed by the President of the United States , subject to confirmation by the Senate. The nine presidentially appointed Governors choose the United States Postmaster General Postmaster General , who also serves as a member of the Board. These 10, in turn, choose a Deputy Postmaster General, who becomes the 11th member of the Board. The Postmaster General and Deputy Postmaster General serve at the pleasure of the Governors. Each Governor is appointed to a nine year term or to the remainder of an unexpired term created by the death or resignation of a sitting Governor. Terms of the Governors are staggered to expire each year on December 8. A Governor whose term has expired may continue to sit on the Board for up to one year until a successor has been appointed. It opened in 1946 and is home to the Austin Peay State University Governors American football football team. History Municipal Stadium, as it was originally known, was constructed by the city of Clarksville in 1946. The city permitted Austin Peay to use the stadium for an annual sum which was thought to be the actual cost to the city. The city maintained its ownership and operation of the Municipal Stadium until 1970. In that year, as a result of a cooperative agreement between Austin Peay, the county officials and the city officials, the city conveyed title to one third of the stadium to the Tennessee State of Tennessee for the university. The other one third went to Montgomery County, Tennessee Montgomery County . Austin Peay, Montgomery County, and the city of Clarksville were authorized to appropriate funds to the newly created Stadium Authority for constructing, remodeling and operating the stadium. The members of the Stadium Authority were to be appointed by the county and by the university. Austin Peay agreed to purchase Municipal Stadium from the Stadium Authority. The Conference of Governors was held in the White House May 13 15, 1908 under the sponsorship of President Theodore Roosevelt . Gifford Pinchot , at that time Chief Forester of the U.S., was the primary mover of the conference, and a Progressivism in the United States progressive conservationist, who strongly believed in the scientific and Efficiency movement efficient management of natural resources on the federal level. He was also a prime mover of the previous Inland Waterways Commission , which recommended such a meeting the previous October.
