He represented Toronto electoral district Toronto in the Legislative Assembly of Ontario from 1886 to 1890 as a Liberal Party of Ontario Liberal member. He was born in Pickering, Ontario Pickering , Ontario County, Ontario Ontario County , Upper Canada in 1834, the son of Francis Leys, a Scotland Scottish immigrant. He was educated at the Toronto Academy. Leys studied law with Angus Morrison , was called to the bar in 1860 and set up practice in Toronto . He served as solicitor for the Toronto and Nipissing Railway and was involved in the development of the Narrow Gauge Railway. In 1865, he married Helen Emma Arthurs, the daughter of a Toronto merchant. He ran unsuccessfully in Toronto East in 1879 and 1882 before his election to the provincial assembly in 1886. His brother Francis Baxter Leys Francis also served as a member of the provincial assembly. It was built as a memorial to the first headmaster of The Leys, William Fiddian Moulton . Plans for the chapel, designed by architect Robert Curwen, were first presented to the school s second headmaster, W.T.A. Barber he deemed the project an unnecessary luxury. School services continued to be held instead in the school hall, until 1904 when the school governors approved the chapel s construction. The cost, including all furnishings, was estimated in 1925 to have been 39,000. The foundation stone was laid at the marble West Door by Princess Helena of Waldeck and Pyrmont on 8 June 1905 and the chapel was consecrated on 27 October 1906. The building s design is Gothic architecture Gothic , to complement the surrounding buildings. All visible woodwork is in oak . The roof comprises elaborately worked tussel s and tracery work, somewhat after the lines of the famous roof of Westminster Hall . The floor is of alternating black and white marble. The chapel was designed to seat 350 boys, with the west balcony reserved for household staff. Memorials In 1914, 927 Leysians joined the British armed forces armed services and 146 of them died. A memorial to the old Leysians who died, costing 48,000 and funded by donation, was on 6 June 1920 unveiled by the Duke of York . It lies between the River Derwent, Derbyshire River Derwent to the south and Causeway Lane to the north. The park has many facilities and in 2004 2005 underwent major regeneration as part of the Matlock Parks Project with funding from the Millennium Commission . At the Crown Square Matlock Bridge end of the park there is the town s war memorial and a wishing well . Beside this there is the shelter from the former Cable car railway cable tramway which was moved to the park when the tramway ceased to operate in 1927. Moving away from Crown Square there is, next, a large grass area and some tennis court s. As part of the refurbishments which took place, the old grass court grass tennis courts were replaced with a skatepark skateboard park . Beside the bandstand is a footbridge over the River Derwent, Derbyshire River Derwent which has markings indicating the height of several floods that hit the town in the 1960s and 1970s. The caf , on the opposite side of the bandstand, has similar markings for other floods. Hall Leys Park is now a central part of the town s flood protection. The wall which surrounds the northern side of the park has the ability to have the footways sealed with sheets of wood which would dam the progress of any overflow from the river and turn the entire park into a large reservoir . The Blackbird Leys Choir formed in January 2006 as Ivor s Choir for a constructed documentary series, The Singing Estate under Ivor Setterfield . Original members all live or work on or around the Blackbird Leys estate in Oxford , England, and the series focused on their quest to become a classical choir in just three months. After performances in Oxford, Italy, and at the Royal Albert Hall in London, the choir s future was uncertain for a while, but core members remained keen after filming ended, and in summer 2006 it was confirmed that there was funding for performances in February 2007. Choir master Andrew Stewart took over, and rehearsals began in September 2006. On 19 December 2006 twenty members of the choir performed Handel s Messiah Handel Hallelujah Hallelujah chorus in private performance at Buckingham Palace for HM Queen Elizabeth II , the Duke of Edinburgh , and others they also sang carols for guests at the Achievers of the Year reception. On 14 January 2007 the choir reunited with Ivor Setterfield for Oxford Sings , with other singers from around the city and county, to sing the Hallelujah chorus in a one day workshop. This performance was recorded for broadcast on BBC local radio, and filmed for inclusion in a one year on documentary by the makers of The Singing Estate . On 14 February 2007 the choir performed with Oxford Philomusica at A Night at the Movies at the local BMW factory, and on 24 February 2007 at Oxford s Sheldonian Theatre with the Philomusica and two guest solo singers. In 2008 they performed again at the Sheldonian Theatre, with Julian Lloyd Webber and the Oxford Philomusica. In 2009 the choir performed a number of public concerts, and in August visited Oxford s sister cities twin town , Leiden , for a series of small concerts as part of the Rapenburg music festival.
