He was Lord Lieutenant of Rutland , Custos Rotulorum of Rutland and the Member of Parliament for Rutland UK Parliament constituency Rutland . He was born at Exton Park, Rutland the son of Edward Noel, 2nd Viscount Campden. He succeeded to his titles on the death of his father in 1643.
