Hayes and William McKinley , both from the 23rd Ohio Infantry . History Brigadier general United States Brigadier General George Crook was appointed to command the Department of West Virginia on July 25, 1864. Crook did not immediately assume this command and in the meantime was in command of the Army of the Kanawha . When Crook assumed command on August 9, 1864, the army in the field was given the title Army of West Virginia . The army consisted of three divisions and for all practical purposes functioned as a corps in Maj. Gen. Philip Sheridan s Union Army of the Shenandoah Army of the Shenandoah . Most of these airfields were under the command of First Air Force or the Air Training Command Army Air Forces Training Command AAFTC A predecessor of the current day United States Air Force Air Education and Training Command . However, the other USAAF support commands Air Technical Service Command ATSC and Air Transport Command ATC or Troop Carrier Command commanded a significant number of airfields in a support roles. It is still possible to find remnants of these wartime airfields. Many were converted into municipal airports, some were returned to agriculture and several were retained as United States Air Force installations and were front line bases during the Cold War . Hundreds of the temporary buildings that were used survive today, and are being used for other purposes.     The West Russian Volunteer Army or Bermontians was an army in the Baltic states Baltic provinces of the former Russian Empire during the Russian Civil War of 1918 1920. The Western Russian Volunteer Army, unlike the pro Allies of World War I Entente Volunteer Army was supported and in fact created by Germany . The Armistice with Germany Compi gne Compi gne Armistice , article 12, stipulated that German troops were to remain in the Baltic provinces to help fight Bolshevik advances and were to withdraw once Allies of World War I the Allies determined the situation is under control. The order to withdraw was given after the Treaty of Versailles was signed in June 1919. However, only small portion of the Freikorps in the Baltic retired the rest stayed under the leadership of General R diger von der Goltz . To avoid casting blame on Germany and enfuriating the Allies, he withdrew into the background and merged his troops with the Special Russian Corps , led by Cossack General Pavel Bermont Avalov .
