The Export Administration Act EAA of 1979 P.L. 96 72 provided legal authority to the President to control U.S. exports for reasons of national security, foreign policy, and or short supply. However, the 1990 farm bill P.L. 101 624 provided for contract sanctity by prohibiting the President from restricting the export of any agricultural commodity already under contract for delivery within 270 days from the date an embargo is imposed under the EAA, except during national emergency or war. With the expiration of EAA in 1994, the President declared a national emergency and exercised authority under the International Emergency Economic Powers Act P.L. 95 223 50 U.S.C. 1701 et seq. to continue the EAA exportcontrol regulations then in effect by issuing Executive Order 12924 on August 19, 1994. The material so proclaimed was to be considered prohibited goods under the Customs and Inland Revenue Act 1879 , and dealt with as though it were listed in section 8 of that Act. It also authorized several larger flood control projects and amended the budget set forth in the Flood ControlAct of 1946 . Budget The estimated cost of the projects approved in the bill was 110,450,000. The bill also increased the maximum annual expenditure on repair and maintenance from 1,000,000 to 2,000,000 with no more than 100,000 being spent on any one location. 62,000,000 was allotted to the Secretary of the Army to make improvements and 10,000,000 was allotted to the Army and Department of Agriculture to conduct surveys and examinations. Lastly 25,000,000 million was allocated as emergency funding for flood control.
