    Unreferenced date August 2009 Shinto nihongo Arahitogami is a Japanese language Japanese word meaning a kami deity who is a human being . It first appears in Kojiki c. 680 , but is assumed to have been used before this book. The best known usage of this word would be in the United States before the end of the Second World War in 1945 Christian missionaries such as D.C. Holtom used the word to claim that the Emperor was viewed as a god in Japan. It was not used in any Japanese government publication. In 1946, at the request of the GHQ, Emperor Hirohito proclaimed in the Ningen sengen that he had never been an nihongo akitsumikami , divinity in human form, and claimed his relation to the people did not rely on such a mythological idea but on a historically developed family like reliance. Some Western academics, such as John W. Dower and Herbert Bix , consider however that the Ningen sengen can be interpreted in a way which, while renouncing his claim to be an nihongo akitsumikami , Hirohito did not actually deny his divine descent from Amaterasu Omikami. There have been several controversies regarding the role and the status of the Emperor of Japan . This is due in part to the variety of roles the Emperor has historically filled, as well as the competition for power with other parts of Japanese society at several points in history. Meiji Constitution In the Meiji Constitution of 1889, the emperor was Monarch sovereign and was the focus of the state s legitimacy. The preamble stated, The rights of sovereignty of the State, We have inherited from Our Ancestors, and We shall bequeath them to Our descendants. In the Constitution of Japan postwar constitution , the emperor s role in the political system was drastically redefined. A prior and important step in this process was Emperor Hirohito s Ningen sengen 1946 New Year s speech , made at the prompting of General Douglas MacArthur , renouncing his status as a divine ruler, without however repudiating that he was a descendant of Amaterasu as arahitogami ref Peter Wetzler, Hirohito and War , University of Hawai i press, 1998, p.3 ref . Hirohito declared that relations between the ruler and his people cannot be based on the false conception that the emperor is divinity in human form akitsumikami or that the Japanese people are superior to other races.
