    Appropriation is a non violent process by which previously unowned natural resources , particularly land, become the property of a person or group of persons.     The Anti Deficiency Act ADA is legislation enacted by the United States Congress to prevent the incurring of obligations or the making of expenditures outlays in excess of amounts available in Appropriation law appropriation s or funds.
