John Bell 1788 1855 19 October 1788 &ndash 26 October 1855 was a Wesleyan minister from England who came to Newfoundland as the senior man in a team of missionaries sent out by the British Wesleyan Conference. Bell became the chairman of the Newfoundland mission when he and the other missionaries arrived in 1816. He became a strong force in Newfoundland at a time of considerable economic depression. The Wesleyan missionaries under his leadership improved conditions for their congregations and the region as a whole. The Stage Coaches Act 1788 28 Geo. 3 c. 57 was an Act of Parliament of the Parliament of Great Britain to regulate the use of stagecoach es. It came into force from the 1st November 1788. It stipulated that no more than six people were permitted to ride upon the roof, and no more than two upon the box, of any coach or carriage traveling for hire. The penalty was to be a fine of forty shillings per person over the limit, levied on the driver if the driver was the owner, they were to be fined four pounds per person. If the driver could not be found, then the owner was liable to the 40 s penalty. The Act was later amended and clarified by the Stage Coaches Act 1790 . It was known as z Ku atmas in Turkish. Russian forces led by Prince Grigori Alexandrovich Potemkin Grigori Potemkin and general Alexander Suvorov besieged the city, controlled by the Ottoman army under the command of Cezayirli Gazi Hasan Pasha Hasan Pasha , in 1788. Despite Suvorov s urging to storm the city immediately, Potemkin kept the Russian forces encircling z Ochakov , bombarding the city with cannons and cutting off the defenders supply of food and ammunition. Having kept his soldiers out of direct battle, Potemkin was able to minimize Russian casualties, though he was accused by his Generals of cowardice. The argument about storming continued in the Russian headquarters during the entirety of the siege. Also, Russians captured strategically important Berezan Island Pirezin Island on July 18, 1788.
