The Treaty of Hampton Court also known as the Treaty of Richmond was signed on 22 September 1562 between Elizabeth I of England Queen Elizabeth and Huguenot leader Louis I de Bourbon, prince de Cond . The treaty was concluded by Fran ois de Beauvais, Seigneur de Briquemault . Based on the terms of the accord, 3000 England English troops were summoned to occupy Le Havre and Dieppe, Seine Maritime Dieppe . Moreover, Queen Elizabeth promised to provide economic aid to the Huguenots. Once peace was restored in France, Elizabeth refused to withdraw her troops, stating that she had taken Le Havre not for religious reasons but to indemnify her for the loss of Calais, which was rightfully hers. The regent of France, Catherine de Medici sent both Catholic and Huguenot troops against Le Havre, which surrendered on 28 July 1563. When Mary visited Inverness in 1562 the gates of the castle were shut in her face by Alexander Gordon upon the orders of George Gordon, 4th Earl of Huntly , who was chief of Clan Gordon. The castle was subsequently besieged by the Clan Munro and the Clan Fraser. The siege lasted for three days and when the castle fell, Alexander Gordon was hanged for treason. The Queen slept at Inverness Castle on the nights of 11, 12, 13 and 14 September 1562. Later accounts of the siege have included other clans contributing to Queen Mary s rescue but only the Frasers and Munros are mentioned in the earliest account written by George Buchanan . His grandson, Richard Carew antiquary Richard Carew , says that he studied at Oxford, but of this there is no other record. He was among the knights created by Edward Seymour, 1st Duke of Somerset Edward Seymour, 1st Earl of Hertford , 18 October 1537, and two years later he succeeded to his father s estates. On a portion of the Cremyll Stonehouse property, which had come into the family through his mother, and which Sir Piers had already emparked, he built the house named by him Mount Edgcumbe , which was completed in 1553. ref name DNB He was High Sheriff of Devon in 1543 and 1544, and in 1557 he was named commissioner of muster in Cornwall to call out and arm three hundred men. He was complimented by Thomas Cromwell on the lucidity of the reports which he sent up from quarter sessions. The Highways Act 1562 5 Eliz.1 c.13 , sometimes the Second Statute of Highways , was an Act of Parliament of the Parliament of England passed in 1563. The Act extended the provisions of the Highways Act 1555 , by which every householder of a parish had to provide four days labour in a year on the highways, for a further twenty years, and made the requirement six days labour rather than four. Supervisors of highway work were empowered to take debris from quarries and dig for gravel without permission of the landowners. The Council welcomed progress in the drawdown of UNAMSIL and underlined the importance of strengthening the capacity of the Sierra Leone Police .
